1800's Meriden 212 cart napkin ring for parts as is

Cart napkin ring  as shown. Goat or horse is missing as should be visible in the photos.
Piece is in
fair condition and is being sold as is. Someone spray painted it silver. Perhaps the silver underneath is in poor condition, but how much wear does a napkin ring get? Wheels lean in as though they are bent, I don't they're supposed to lean in. Not awful not perfect and being sold as is.
Piece will need to be thoroughly polished when buyer receives it.
